No Program Associations

Someone has just given me a computer to fix and there are no
associations with it at all eg try to run explorer.exe and a
message says there is no application associated with this
file. Further complicating matters is that the bios is
locked with a password! Where would I start? The xp disk
will not reinstall either

Thanks, that would be just the job but there is no
application to look at a single file anywhere available,
nothing on the desktop works either! So I cannot double
click on any files.
