no profile message on start up

Whenever I start up my notebook and log on to the interent I get the message"
No profile to match the current environment. Do you want to create on now?"
This happens even though I have created a a profile.

What environment you are operating In?.
If you are in GPO structure then your profile have limited privileges or
corrupted, try the Cleanup Hive tool and see then read this article:

I dont know what "environment" I'm operating in. I don't even know what it
means!
 
Means are you in a workgroup, Domain, also there is an Group policy
implemented and you one of two the Administrator or a normal user with
limited credentials or at Home with a computer but you got this error message.
You may have a corrupted profile and you need to create a new one to gain
access back to your Programs and your system.

Okay mark, try this create a new User profile as Admin don't forget and then
see when you log with the new Profile if the message will appear or not, if
not then copy the data from the old profile to the new one and delete the
old corrupt profile.

If the above didn't help please write back with more information about the
Operating system version, IE version, Applications like Anti-virus,
anti-spyware other third party applications..etc that can help us to pin
point the culprit if any.
P.S make sure your system is clean from malwares and Viruses by scanning and
run disk cleanUp
