"No preview available" after reinstall XP

I just format the HDD and reinstall XP Pro, after that I
can't open the photo files(Jpeg) that I was download from
the internet, it always display "No preview available",
but the files still there and I can see the file name and
size, I try to use different program to open it, still
not work. Anyone know how to fix it. Thank you.
