No PCtel Modem, PV92 Tray will be Closed & CRaid_toolApp::IntcInst

I have three users (Admin, Guest and May). May users is the Administor of
the Computer Window XP (Home). I have no problem with May User login. The
problem comes in when I login in to Admin and Guest (Attached is the Print
Screen of the Windows Error).

1) No PCtel Modem, PV92 Tray will be Closed.
As Admin and Guest have limited access to the computer, does it mean that
the Modem driver is not loaded into these two users (Admin and Guest).

Solution : Can I take the Modem driver and load into these to user to solve
this problems.

2) CRaid_toolApp::IntcInstance : RegCreateKeyEx() failed. Access is denied.

Hope Profession can help to solve these problems.
