No password experation notice in Outlook 2003

We've been through 4 password cycles and I still have not seen a password
expiration warning on any LAN client machine. The infrastructure is Windows
Small Business Server 2003 with Win 2K and XP (SP2) clients running Outlook
2003. I worked with SBS 2003 support newgroup (see link below) and got the
Global Policies set to warn 14 day prior to expiration and I see a warning in
Outlook Web Access, but not on a LAN client. The SBS newgroup thinks it's an
Outlook problem. If this function simply does not work, is there a function
like PEWA that seems to have disappeared from the SBS Resorce Kit?

If the Win2K/XP workstations are joined to the domain and the users are
logging onto the domain, then it will be the operating system that bubbles
up the warning and not Outlook. I'm really surprised that no one mentioned
that no version of Outlook has ever bubbled up a dialog that a password is
about to expire.
