Outlook 2003-Grant of deny this application permission to use this

I have not changed the send/receive settings in Outlook 2003. Since
September 10, however, when Outlook tries to send my emails, a dialog box
opens requesting me to "Grant or deny this application permission to use this
key." Regardless of the response I choose (grant or deny) email messages
remain in the outbox. If I select Cancel, Outlook goes into "not responding"
mode and I must close and restart.

Previous discussions in this Group did not address how to solve this problem
for Outlook 2003, only Outlook 2007.

Here is a link to the previous, inconclusive discussion:

I am desperate.

I'll start with a simple question after reading the thread you referred to,
do you have Microsoft Outlook configured to use a S/MIME certificate to send
signed/encrypted e-mails and all outgoing items? (See Tools > Options >
Security tab)
