No or Blank desktop after logging on

On logon to Windows 2000 server only the wallpaper
appears. Task manager can be opened, but no new tasks can
be run. Explorer.exe are not running which I believe is
the cause to the problem.

I have already worked through Knowledge Base articles
256194 and 162031 with no luck.

Any advice please?

Check that explorer.exe is the default shell to start. Look at the Reg_Sz
string value of;
"Shell"="Explorer.exe"
found at
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
