No Desktop of Blank Desktop On Win2000

I am having the ever so popular blank desktop after
logging on problem on Windows 2000. The difference here
being, when I open the task manager, explorer.exe isn't
listed under the processes. When I try to run it manually,
it appears in the list for a second then disappears. I've
tried the KB 256194, 162031, and 836417 solutions, without
success.
I've reinstalled Windows 2000 /w SP4 over top of the
corrupt copy. It did bring the desktop back, however, as
soon as I installed the patches for KB 823980, 828741,
835732, and 837001 then rebooted, the desktop disappeared
again.
Any ideas?

you can try following steps

The following steps were confirmed customer on case SRX030813607141.

STEPS COMPLETED:
1. Launched Task Manager.
2. Click on New Task.
3. Click on Browse.
4. Drill down to C:\%systemroot%\registration.
5. Right on the Registration folder and rename the folder to
OldRegistration and a
new Registration folder automatically is created.
6. Then you re-gain control again of the desktop and can launch Explorer.
7. Then copy the contents of the Registration folder from a known working
machine
with the same configuration to the machine having the problems.
8. Reboot.
