No Options under Customize

I click on the Search button on IE toolbar,Explorer bar
opens on left side of screen.Problem comes next when I
click on customize button and blank page appears with no
Options. Where are my Options?

The first thing to do is to scan your system for the possibility of
unknown\unwanted spyware or parasites that may be causing your problem(s).
