No New Folder command in Windows Explorer menu

Windows XP on a Pentium4 computer:

I used to create new folders in Windows Explorer by three keystrokes,
Alt-F(ile), Alt-N(ew), Alt-F(older), then enter the folder name. Easy and
quick.

For some reason this no longer works, and the New submenu no longer appears
in the File menu. Right clicking calls up a menu, but it no longer has a New
submenu either. The only way I can create a new folder is by copying one from
another folder, then renaming it.

Other programs, like Adobe Bridge, can create new folders same as ever. Only
Explorer has lost this ability.

The only weird evidence I can find is in Folder Options: there are two
folder types listed, Folders and File Folders; perhaps these are in conflict.
I can't seem to do much to modify either of them.

Is something corrupted? Is there an easy fix?
