No network function in normal mode

A WinXP Home SP2 machine has developed a weird problem. In normal
mode network access to other WinXP and an ME machine stopped, web
browsing stopped. Access to the internet is via LAN where an
ADSL/router is connected. The NIC is working OK. Tcpip looks OK.
Normally is runs with DHCP but I tested with a static IP address making
no difference. Static DNS and auto DNS were also tried making no
difference. Windows firewall is turned off and NAV Auto protect is
turned off (for troubleshooting).

In Safe mode with networking all network functions are present!

* I reset tcpip without the NIC present with the command:
netsh int ip reset \temp\restlog.txt
* I removed and reinstalled file and printer sharing and QoS
which made no difference.

Firewalls were turned off but NAV was working. No trojans have shown
up in scans.

Any ideas to fix?

Yes.

This computer needs to be fixed quickly, so I did not wait if an
answer would turn up here. I tried to go back to a restore point and
found that going to its first one on 1 Sep internet access came back (in
normal mode not just Safe mode). Going to 8 Sep it stopped again. I'm
not sure about trying to nail down which day it stopped. I might just
rebuild (install updates, update desktop and application update [Acrobat
4->6 etc) from there since the WinXP process doing a restore is lengthy.

Something deep in the software got broken. I wonder whether it was
hacked? NAV was not working properly, Win firewall was turned off and
the people have always on ADSL connection.

Well I can report that I was able to repair WinXP by going back to
the 1 Sep restore point. Updates not applied to that date were applied.
NAV came up more broken at that restore point and had to be removed to
be reinstalled. Wild Tangent games gave a problem popup when closing
and was also removed. Now IE and networking is back in order.

For me who likes to chase bytes I'm not happy with this fix but
pragmatically that's different...
