no menus in folders

I cannot get my menus to appear in my folders. There are
no back buttons or "file/edit/view" menus or anything.
It's just a browser title bar, and then the icons. I just
installed some win 2000 updates (about 20 of them) and
reset my computer. When it came back it was all messed up
like that.

I've tried right clicking and changing viewing options,
and I've tried going to folder options in the control
panel and still nothing.

Any clues?
