No menu choice to create shortcut when right click

I want to create shortcuts of some of my folders to drag
into a shared folder for a network. However when I
right-mouse click on a folder there isn't a menu choice
displayed to create a shortcut!?

What you are seeing is normal, there is no shortcut option for folders. The easiest way to do what you want is to open 2 Windows Explorer windows, then right click and hold on the folder you want a shortcut from, drag to the target folder while holding the button, then release the button and select the option to create a shortcut.

When I right click a folder in Explorer, I get a Create Shortcut option, but
it must be a right click in the right pane, not the Folders pane.
