No LOGON Servers Available

I am having a AD problem. Here is the situation.

I have done all the necessary steps to make the 2nd AD server a Global
Catalog server, and transfer all the FSMO roles to the 2nd AD server. I have
even make a change according to Technet article #241789 to Disable the
Requirement that a Global Catalog Server Be Available to Validate User
Logons. I made this change to the first AD server and rebooted it. No matter
what I do, if I shutdown the first AD server, users can logon, but it takes
a while for them to get validated, and when they try to connect to resources
they get the error message of "No Logon Servers are Available". If I bring
the first server back online, then it all works ok. I need to shutdown the
first server and take it out and replace it, but I can't do so if I am
experiencing this problem. Can someone help?

Is this new server showing up in DNS properly? Do the client machine point
to the old server for DNS and not the new one?

I have changed the DHCP server to point to the new DNS server. I had all
clients reboot. I ran IPCONFIG on the clients to make sure they are picking
up the new DNS server. I believe the new server is showing up in DNS
correctly. Is there something to run to check?

Netdiag (part of the support tools) will tell you if there's any issues with
DNS:
-- netdiag /test:dns
