NO ICONS!

I restored my computer to an earlier date and when it
rebooted there were no icons on my desktop and I have no
tasks bar, therefore, I cannont do anything unless I hit
control-alt-delte and go through the task manager. Can
ANYONE help me. I have tried to restore my computer to
another date and nothing works.....
