no icons on desktop

my computer shut down for no reason just like hitting
CONTROL ALT DELETE when it booted back up my background is
there, but no icons or taskbar. When I boot in safe mode
it's the same way no icons black screen saying it's in
safe mode. I know all my files are in tact, because if I
go into task monitor and say start new task I can view MY
COMPUTER and see everything. If I could use SYSTEM
RESTORE I think everything would come back, but SYSTEM
RESTORE will not run. Please Help Somebody!!!!!
 
Write click on taskbar then click again on Show the Desktop. This should
bring all your icons back on screen.
