No Icons at tartup

I turned on my Compaq PC this morning and when the PC
comes up the background screen is all that is there. No
icons or start button. I go in to task manager and it
shows a minimum amount of programs running but none
processing. I can't seem to be able to start any programs
from there either. Compaq recovery disk doesn't work
either.

Help!!!!!
