No Icons and Taskbar

My desktop doesn't have a taskbar and icons on it. I tried right clicking my
mouse and there is no pop-up menu. I restarted my computer to Safemode
trying to see if my drivers are causing this problem. Even in Safemode my
icons and taskbar is not present. Can somebody help me?
 
Right-click start, properties, taskbar tab, un-tick "auto hide the taskbar".
 
I appreciate your help but how can I rightclick the start button if I
cannot see the taskbar? I've tried ctrl+esc and the windows key and nothing
happens. The same thing happens when I am in safemode. Can anybody help me
with this problem?
