No icons after restarting from a lock-up

A friend was printing a picture when the printer jammed.
Some message came up stating that there was a printer
problem. He is now unsure exactly what he clicked, but
Windows froze completely. He somehoe shot off the PC, and
when it restarted, the backround comes up, but no icons or
start bar, no way to start any programs. ??????????
 
On desktop,press ctrl-alt-del tabs,bring up task mgr,press new task,type in cmd
In cmd type:Sfc /Scannow
When the bar graph starts insert the xp cd,exit the info page,when its thru,remove
cd,type:CHKDSK C: /R
Agree to restart,then type:EXIT
REboot computer
