no help and support

Can someone tell me why clicking on "help and support"
does nothing?? Ditto for "system information". I re-
installed xp upgrade and it fixed the problem for a day,
now it's back. Shouldn't "help and support" be the most
fail-safe operation?

If I can't get this to work, I would like my money back
for xp from microsoft. How do I get a refund?
