No font bar on some messages

When replying to messages some of them automatically show
the font and formatting bar but others do not.
How can I show this bar on ALL emails?

Items that are in Plain Text wont show the formatting toolbar you would need
to change the message format to HTML or Rich Text (location dependant on
your version of Outlook but it will be on the toolbar).
