No firewall turned on

The first time using IE after the system is turned on it takes a extremely
long time to start and I get a ballon in tray telling me NO FIREWALL TURNED
ON. Before I can get to it to click it, it goes away. I go to control panel
and click firewall and it is turned on. after the first start it loads and
starts normally, no delay and no message about firewall.
Can some one help me with this problem, please?

What are your system specs? How much ram? If the firewall is turned on but
but you get a warning that its off untill everything loads properly you
might be low on ram. Does the hard drive churn away while waiting for the
message to go? You could try something like the free ZoneAlarm from
http://www.zonelabs.com but post your specs and someone will advise you.

I have 1.5GIG of ram.
800 megahertz AMD Pentium 4
Windows XP Professional Service Pack 2 (build 2600)
NO, I do not have any excessive or thrashing of the hard drive. I have a
^)GB hard drive. I have been on this system for over a year and did not have
this problem untill I did a re-install of windows to correct another problem,
which was corrected but this one croped up.

You have an 800MHz AMD Pentium 4. Something is definately wrong. Where did
you get your system specs from? I'm not saying it has anything to do with
your problem but what you wrote is not possable.

Have a look in computer management | services | double click "Windows
Firewall/Internet Connection Services" and make sure it is set to automatic.

If your system worked fine before you restored it you should have no
problems now. What changes over standard did you make? What other programs
have you installed?

That must be some build - two CPUs fighting for position - that should slow
things down. :-0
