No Error Popup

Can anyone help me?

I'm logged in as User1 in the domain and in exchange with outlook2003. I
tried to send an email From User2 To User3 but there is no pop-up message
stating I can't or do not have permissions. Anyone know why the error
pop-up msg is not popping up???

the email goes to the sent folder.

no the user1 account does not have permission. Its not part of the admin
group. An email is sent back but we want the pop-up msg to show instead.

You do not have permission to send to this recipient. For
