No disconnect prompt on closing Internet Explorer

When I close Internet Explorer or Outlook Express, I no
longer get the prompt to disconnect from the internet.
How do I restore that feature? TWC

control panel \ internet options
connections
settings
advanced
disconnect when the connection may no longer be needed
(at least, I think that's the one)
