No Direct3D Card Detected?

Just bought a new PC with Vista pre-installed and a 4850 graphics card.

Just trying out a few of my old games to see how they run. Now I know
it's old, but I'm trying to get Richard Burns Rally to run (by all
accounts it will run on Vista).

I can install it OK, but then before you run the game you need to set up
the graphics. My card is correctly detected as a 512mb 4850, so far so
good.

However, when I try to run I get an error saying "No Direct3D Device
Detected" then it quits back to the desktop.

Having asked elsewhere, I was advised to install DX9, as DX10 which
comes with Vista isn't backwards compatible, which I did, but still
getting the same error.

Everything else I've tried (The Sims 2 and various expansions, GTR 2,
Medieval 2: Total War, Lord of the Rings Online....) all work absolutely
fine, so I know the card is OK..

Any suggestions?

Even with Vista I had to install the latest DX10 update in order to run DX10
games (Bioshock).
Have you tried to install the latest Cat 8.8 drivers from ATI?
Type in the Vista Start Search dxdiag to check your DirectX.
