No desktop icons or taskbar after login as a user

If a user in the built-in 'user' group logs on to my machine, there are no
desktop icons, no taskbar and no Start menu. Explorer.exe is not running.
Starting it using Task Manager does not help. If I add the user to the
built-in Power Users group, everything is fine. I've checked file and
registry permissions for the User and Power Users groups and can't determine
the problem. I've also examined the Local Security Policy, and nothing
sticks out. Any ideas?

Sounds like the drive permissions are incorrect.

Thanks Dave, that did the trick. I didn't realize there were default
templates in winnt\inf. I only knew about the ones in
winnt\security\templates and those available from other source.
