no desktop icons or start up tool bar

He all, all of a sudden i have no d'top icons or start
toolbar? i can only get to things via task manager,
which is painful. can anyone help?
 
Can you see these in safe mode?
Did you change anything within the system lately, such as hardware,
software....or possibly add a new program or update for something?
