No Desktop Icons after startup

I have no icons or start bar once my computer finishes
start up all I have is the background screen, I can press
alt ctrl delete and get the taskmanager to open but when I
click on file to browse or start an application it just
disappears and I can't get it back. I logged in under
safemode as admin and tried to use win update but I get
this error Error number: 0x8007043C. Any help would be
greatly appreciated. I am using Win XP Pro on a Sony Viao
PCV-RX590G without the SP 2 installed. Thank you

Try checking your services (obviously, under safe mode...)
Can you right-click My Computer > Manage ?

Check out the Services:
- Automatic Updates (run=automatic)
- Background Intelligent Transfer Service (run=manual)
- Event Log (run=automatic)

That's my best guess so far.

R-click in Desktop, Properties, Desktop page, click Customise and on the
Web page make sure 'Lock Desktop ' is not checked.

R-click again, Arrange Icons, make sure 'Show Desktop Icons' is
checked.

Control-Esc to bring up Start Menu, navigate to open Control Panel,
Taskbar and Start Menu, make sure that Lock and Autohide taskbar are not
checked
