No Desktop and no New Tasks on 2000 Server

When I login on Win 2000 Server, the system hangs at a blank screen before
the desktop. I can press CTR-ALT-DEL, and I can reach the Task Manager.
Explorer is loaded. I can "end" explorer, but when I try to enter "new task"
to renew it, or to just initiate any new task, then Task Manager freezes and
is unresponsive. Then, I am able to press CTR-ALT-DEL again and reload task
manager and close the old unresponsive task manager. All my applications,
including Exchange Server and remote access seem to be functional. I tried
the windows no desktop page, but it doesn't work for me, because I'm not able
to run a new task without task manager freezing. What can I do? Please help.

Try checking the Event logs remotely. Try a 'Safe Mode' boot.

The event log remotely could be accessed, but showed no interesting events.
Safe mode boot led to the same.

There are two servers on the network, the second is a print server and
blackberry server. The one with problems is an exchange server, dhcp, and dns
server. The exchange is running okay. The system is getting DNS and DHCP
okay, as well as Internet access, and I have been able to get onto the system
remotely. There have been no complaints across the network and with services
running to the workstations. The desktop shows nothing but a blue hanging
screen. No start menu, no icons, and I can't get to a run prompt. I can get
the task manager to come up, but if I try to initiate a new task, the task
manager freezes. From the backup server, I have been able to access the
event viewer in the main server, and find no noteworthy events or errors.
Terminal services is running, but when logged in, also shows no desktop.
When I log out from the blue nothing screen, there "Explorer.exe" does not
close properly and must be "end task" to close. It takes an unusually long
time to get back to the windows logon screen when I log off from the blue
screen. I have also accessed device manager from the print server, and there
are no hardware errors either. I can access the c: prompt of the main server
from the print server only. I ran virus scans on the main server from the
backup through the network drives, and found no viruses present. Networking
and network connections seem fine. From the MMC on the backup server, I was
able to access "services" and it worked fine, but "System Information" and
"services and applications" could not be expanded without the MMC freezing
and having to be "end task". Thanks so much for your feedback. I really
need to fix this.

Sorry, I'm not running APC Powerchute 6.x UPS Software, or any UPS software
with this system. I'm not sure how I should use these articles recommended.
Perhaps this was meant for a different user. I really do need to fix my
logon / no desktop problem, and truly appreciate your advice. My last email
details the issue very thoroughly. Thanks so much,
