Task Manager

Windows 2000 SP4 with all Windows updates installed.

Problem: I have trouble accessing the task manager.

Pressing Ctrl+Alt+Delete and clicking the task manager button simply brings
me back to the desktop and pressing Ctrl+Shift+Esc doesn't work.

But, if i right click on the taskbar and select Task Manager it works fine.
Not very useful if explorer.exe as hanged.

I've been trough an "afflicted" workstation with Ad-Aware, Spybot and MS
Anti-Spyware and except some tracking cookies there's nothing.

Any ideas?

The scan was in progress when i posted yesterday.

AV software : Norton anti-virus Corporate Edition with the latest virus def.
Types of scan : All files on all HD including compressed files.

No virus found.

I talked to our domain admin and there are no active policies that prevent
the use of the task manager
