What must I do to restore "Design, Code, Split & Preview Tabs" in
FrontPage02003?

1. Make sure you have the page opened as html and not in notepad.

2.Go here: http://www.95isalive.com/fixes/fpclean.htm and download FP Cleaner ( with
Expression Web Designer and SharePoint Designer support )
Download links are at the bottom of the page.
Run the functions that clear:
The Hidden Temporary files.
The Hidden Cache (*.web) files.
and the function that restores Default Toolbars and Menus.

Make sure in Tools Options Configure Editors you have .htm files set to open in FP (html) as default
