No Delete permission on file vs folder

Is it possible to deny a single file deletion on Windows 2000/NTFS?
I need to protect a file from a deletion, but it is updated, so a Read Only doesn't work.

I can remove a "Delete" and "Delete folders and Files" permissions from a folder's rights list,
and files in this folder can't be deleted, but the same does'n work for a single file.

What's the matter?

The same security option exists for the file. What "doesn't work" about
what you're trying to do?
