No DCs are up error

Afternoon all. This morning I discovered a rather
unsettling problem.

I've been setting up a new workstation. I attempted to
join it to the domain. No matter which account I used (the
default admin account, my admin account) I was given a
unknown username or password error.
I tried setting up a new admin account (to rule out
problems with the acocunts) When I attempted to add the
new account to the administrators group I recieved the
following error box (note:this was from my laptop, not the
server)
"Object Picker cannot open because it cannot determine
wether mydc.mydomain is joined to a domain"
Followed by
"The RPC server is unavailable.

I've restarted the server and stopped and started the RPC
service manually. To no avail.
I can add users to groups on the server directly, leading
me to believe this was a network problem.

I ran Netdiag. I found this problem.(pasted directly from
the log file)
DC list test . . . . . . . . . . . : Failed
'WAVESCIENCE': No DCs are up.
List of DCs in Domain 'WAVESCIENCE':
wavedc.wavescience (this DC is down)


Trust relationship test. . . . . . : Passed
Test to ensure DomainSid of domain 'WAVESCIENCE' is
correct.
'WAVESCIENCE': No DCs are up (Cannot run test).
Secure channel for domain 'WAVESCIENCE' is
to '\\wavedc.wavescience'.
Since 'wavedc.wavescience' is down, it cannot be
tested.

Note that the dc discovery test worked fine.

I've never encountered a problem like this and have no
idea what could have caused it. Any help would be most
appreciated.

windows 200 server on the DC and windows 2000 pro on the
workstation.
