No connection when new window opens in IE

Windows 98 system running IE 6 SP1. When browsing and a link opens a new
window the page won't load in the window. I found that the problem also
appears when in Windows Update and you select Install Updates, the download
dialog comes up and all controls are functional but there is no data stream.
I have checked for and removed any spy/adware and I ran Repair on IE with no
resolution. All the settings in IE look normal and I reset them to system
defaults just to be sure. This one has me stumped I hope someone can help.
