no carat in notification area

There used to be a carat on the left of the notification area so I could
expand or collapse it. Can I restore this in order to have more room on my
task bar?

Sure - right-click on your taskbar, properties, tick "Hide inactive icons"
 
The carat does not appear if there are no hidden icons. It is not a user
customizable item.
