No background

Hello

When i try to select a image as my background a message comes telling me
that the file C:\WINDOWS\system32\mshtml.hlp could not be found and then
there is only a white color as my background. I hope you can help.

Right click on an Empty Space on your desktop, select Arrange icons By >>
from the list and make sure the Lock web Items on Desktop Unchecked or not
selected.

Or on the Display Window properties click on Desktop Tab>> Click on
Customize Desktop Button.
On Customize Desktop click on Web Tab and make sure nothing ticked there.
Click [OK] when you finished and Hit F5 to refresh.

regedit click [OK] and locate or navigate to these Keys:

[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop=
In the Right pane locate this: Double click the value named
"NoChangingWallpaper" > Set it to 0

The same with this Key
[-]HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop =

Hi Simon,
Try to Restore your system to a point where things were working okay.
Or run the system File Checker to correct any issue with your system files:
sfc /scannow click [OK] and let it run.
