No Access to Start Menu

I have icons on the desktop for my son, but I don't want him to have
access to the start Menu, is there a utility or something within XP that
will not allow him to access it, or require a password to get there?

While it's not exactly what you want, the shared computer toolkit should be
able to help you limit what he gets access to:
