No access to Group Policy Object

XP Pro, logged on as Administrator.

When I try to use GPEdit.msc to edit the Group Policy Object, I get an
unspecified error with the message : No access to Group Policy Object on
this computer(you may not have administrative rights)!
I am trying to do this for a reason: I cannot turn off System Restore
because this is disabled by Group Policy, so by editing the Group Policy
Object I hope to be able to turn off System Restore, which in my case is
eating too much of my storage space.
Anybody?

Thanks for reply.
Unfortunately the fix pointed to does not help, I get the same error, both
before and after rebooting after applying the registry fix at Kellys Korner.
So then what?
Maybe I can use regedit, if this is a registry problem?
