no access; control panel, network nei. screen only refreshes

I can not seem to access anything the screen only refreshes
.. I can access DOS mode and ping others on the network.
 
Hi there, did you get an answer and solve your problem
because I have a similar problem that will not let me
access the Contro Panel. If you do have a answer could you
send me the solution at (e-mail address removed)

An administrator may have set the control panel to be inaccessible by other
non-administrator users. Are you saying that you log on as an administrator
and you can't open the control panel?
