No A or D drive access

WindowsXP Pro Sp2

It may not be connected to the problem but a technician installed a new power
supply and now I cannot access either the A or D drive. I get the message:

"The floppy disk controller reported an error that is not recognized by the
floppy disk driver."

There was no problem opening either of the drives before the new part was
installed.

Are you certain that he connected and seated the power cable to the drives?

Yes. He told me he was especially careful about connecting so that he
wouldn't have to open the case again.
I did a restore and I can access the CD drive but not the A floppy.
 
I am willing to bet that you have loose or mis-installed cables due to the
tech not checking his/her work.
It is easy enough to bump a cable loose when working inside any computer,
but some are so tightly packaged that you're almost certain to knock
something loose. However, a qualified tech will visually double check
before closing the case and performance check everything after closing.

I would take it to the tech and request that he check his work. Then I
would question taking anything work back to this person or shop.
