NIC won't work until user logs on !!!

I have a Dell Dimension 4600 with an Intel Pro/100 VE embedded NIC. When the
user logs onto the domain it takes 10-15 minutes to apply the computer
settings. Thinking this was a roaming profile issue I cleaned up the
employee's profile and then restarted the computer. I was attempting to
connect to the PC remotely so after about 3 mins (ample time for a reboot) I
decided to ping the machine to make sure it was accessible. When I pinged it
I got no response. I then walked over to the PC to see it it had finished
rebooting. The CTRL-ALT-DEL login screen was displayed so I went back to my
office to ping the machine again. To my surprise I still couldn't get a ping
response from the PC. I then walked backed to the PC and logged on... after
10 mins the profile was loaded and the machine is accessible thru RDP,Ping
etc...

I've updated the drive on the NIC to 8.x.x and rebooted again. Same thing
happened.

I've never seen this before. It's almost as if the NIC drivers don't load
until the user profile is applied...

Does anyone have any suggesstions?

I would boot it to "Safe Mode With networking". If it pings there I would
suspect a hardware/driver failure, and look at the hardware profile of the
default 'administrator' account. I would also take a look at the XP
'gpedit.msc' settings. Logging on, I am assuming, is putting in a domain
GPO. This would be a logical difference from the logon screen.

Mark,

Thanks for the reply. I don't have any specific GPOs for this user. I have
some for all domain users but this is the only user experiencing problems. I
haven't tried SafeMode yet cause the NIC works once the user logs on. I'll
post back when I can test it some more.
