Does anyone know of an email address to which I can send a Newsgroup
administrative question?

You could try (e-mail address removed) - John posts using that address in the
microsoft.public.news.server newsgroup. I would, of course, never post
anyone's e-mail address in a public newsgroup if they didn't do so
themselves. Alternatively, you could ask in that newsgroup.
 
Try:

John Eddy [MSFT]
(e-mail address removed)
Microsoft Newsgroups Administrator
