I have Outlook XP (2002 SP3) running on XP-OS. When I open News
(View>GoTo>News), Outlook Express launches. Can I setup Outlook XP to run
News or is Express required for this?

Outlook doesn't support NNTP (network news transport protocol).
That's why it has to call another program (Outlook Express) to handle
NNTP. Since Outlook will end up loading Outlook Express to do
newsgroups, just open Open Express in the first place rather than
waste the time going through Outlook.

You can get the NewsHound plug-in for Outlook to have newsgroups
supported within Outlook (because the plug-in is providing the NNTP
support), but NewsHound is not free. It costs $30 USD. I've never
used it since there are way too many free alternatives and I have no
desire to wait until Outlook finally loads before I can starting doing
newsgroups.

I don't know of any free NNTP add-ins for Outlook. Most of us use one of
the many free NNTP clients.
