Chris - thank you for the response. You were on the
right track. Here's what I paid Microsoft $35.00 and 2+
hours of telephone time for:
There is an issue with Windows XP whereby
the "newdev.dll" file can become corrupted. The fix is
an update to help resolve the problem.
When this file is corrupted you are unable to install
hardware and will receive the errors "Runtime Error File
53 not found and then another pop-up error announcing
that there is an: "Error in Newdev.dll. Missing Entry:
ClientSide Install."
Just replacing the file does not rectify the problem.
The procedure that worked is as follows:
1. Search Files and Folders for all instances
of "Newdev.dll" and rename them to something like:
1newdev.dll or newdev.bak
2. Go online and type in the address
browser "Q814033.notlong.com/
3. Download the file and Install from the site.
Please take note that I had already downloaded and
installed this update but it was not effective until the
newdev.dll files in Windows\System32, Windows\LastGood\
System32 and Windows\LastGood\System32\DllCache were all
renamed (effectively removed from operation) and the
update Q814033 installed.
Immediately after this was corrected I was able to
install my scanner without a hitch and also a FujiFilm
Memory Card reader without incident.

You could try a new copy of 'newdev.dll'
Put the XP CD into the CD drive and then try the following:
Start>Run - then type in "expand X:\i386\newdev.dl
C:\windows\system32\newdev.dll" - without the quotes - where X is the letter
of your CD drive and C is the letter where your Windows folder is located.
