Developing apps for XPe is *exactly* the same as developing apps for XP Pro.

Building the operating system itself requires a toolkit. You can download
an eval version of the toolkit or purchase a retail version from one of the
authorized distributors. Feel free to contact me if you have further

XPe, there are many articles and books that can help you with creating an OS
