Newbie working with PAL

I'm trying to make a "narrated slideshow" DVD, which will consist of
several JPEG "slides" in sequence, and a narrator giving a presentation
for the audio track. Here's what I've done so far:

1) Add the JPEGs and audio to WMM. The JPEGs are 640x480 (although the
content is limited to a 560x420 zone in the center of the image, to
correct for TV overscan problems).

2) Save the movie as "Video for Local Playback (2.1Mbps)" format, which
seems to be about the highest quality I can get. (DV-AVI is certainly
much bigger, but strangely is also a lot fuzzier). Anyway, that saves my
movie as a large WMV file.

3) Load the movie into NeroVision Express (v3). Add some titles and menus.

4) Burn the movie to DVD with NeroVision Express.

This works pretty well - the resulting DVD is pretty good quality.

Now here's the kicker: I need to produce a DVD in PAL format for
someone, something I know nothing about. So I'm not quite sure what to do.

For instance, I see that I could change WMM to be in PAL mode instead of
NTSC. Then, when I go to save in "Video for Local Playback (2.1Mbps)"
mode, it will apparently save it at 25FPS instead of 30.

So, does that mean the resulting WMV file is now in PAL format? Can I
just load it into NeroVision Express as I did before, burn it to DVD,
and presto, I now have a PAL format DVD?

Or is it more complicated than that?

I would greatly appreciate anyone who can help me make a working PAL
DVD! The only tools I have are WMM, (and Photo Story, I guess),
NeroVision Express v3, and Nero Express.

If you do not have any video in your project, then yes it is as easy as
choosing PAL in all your programmes, so MM and Nero.

Try photosory, as it is designed for pictures, unlike MM which is designed
for video, and you may find it is better quality.
You can always use both apps, make your pciture "slideshow" in photostory
and then narrate in MM.
