newbie selfcert/VBA/PPT questions

A few questions, to see if selfcert is the best option for me, before I
spend too much time on a potential dead end....

(1) Do I have to actively apply the certification each time I save it, or
will PPT do it automatically once the certificate is associated with that
file?

(2) If I create a selfcert and associate a PPT (with macros) with it, will
it from that point forward always save with that certification from my PC?
What if someone else modifies the files and sends it to me- can I just
reopen and resave, thereby adding the certification?

(3) If I want to send this file to others with the certificate (all their
macro security settings are set to high)- once they open the file and accept
the certificate, will it ask them about my certificate each time they open
that file (or any file with the same certificate), or will all my certified
files be opened with macros from then on? Specifically, I'm referring to the
help file info: "This CA Root Certificate is not trusted. To enable trust,
install this certificate in the trusted root certificate authorities store."
I'm assuming that even if macros are enabled once, I wouldn't be allowed to
use VBA to copy the certificate to this location, since that wouldn't be
safe either.

I have a huge number of PPT files with training material in them, and I need
to use macros for some of the functionality. These will be delivered via our
intranet, and I'm looking for the easiest (and cheapest) way to make sure
the macros work on every machine, while attempting to keep macro security on
high, and hopefully keep users from having to click "ok/enable" on anything
after they make the decision that something from me is ok to run.
Unfortunately, I don't have access to deploy my certificate (or anything
else) directly to all machines (and their trusted certificate folder) using
any type of administrator deployment, for security reasons.

My backup option is to give all users a small tutorial on how to set
security to medium, and tell them to enable macros each time they open one
of these files, but I don't want to set security to medium unless I have to,
plus users will complain about having to enable macros each time...

I welcome any/all advice and suggestions.
