How is it that some pictures download as huge files of computer gobbledygook
?

What's necessary to convert the data to the actual picture for viewing ??

Usually it's because they are served with the wrong MIME type. I doubt
you want the details, but it's basically a case of the server saying
"here comes some text/html", so the browser tries to render it as such.
What's necessary to convert the data to the actual picture for
viewing ??

Right-click the link to the image, then choose 'save as' should work.
If the gobbledygook is already in your view, 'save page as' will
probably work for you. If this doesn't help, post what browser you are
using and someone can probably advise.

Are you talking about downloading binaries from newsgroups? (I see you're
using Outlook Express)

If so, select all the parts of the pictures, right-click, and select combine
and decode.

I think you are looking at a binaries newsgroup and have found a multi-part
post. Each header should have a suffix something like [1/5] to [5/5]. Select
all posts in the group, right-clock and choose 'combine and decode'. OE will
then combine all the parts into one attachment. Make sure you properly
select all of the parts and that they are listed in the right order.
