Can MSCS be implemented with servers setup as standalone
that do not log onto a domain?

From my understanding, the cluster service will require a
domain account (not necessary an administrator) for it to
load. Hope that is what you were asking.. :)
 
No, the account needs to be known to both nodes. This cannot happen if
they are not members of a domain.
