New windows of what is it IE window or an application window?.
Try this:
Put your pointer/cursor on the edge of the window and drag in from both
directions ( left, right, up, bottom) until you get the desired size and
scroll or make the cursor active in this window and Hit F5.
Close it and close the first window then try the scenario again, does open
minimized?.
